Segundo o governo paranaense, o projeto é destinado a financiar “o planejamento, estudos, execução, acompanhamento e avaliação de obras e serviços de infraestrutura logística em todo o território paranaense” para obter “maior competitividade aos estabelecimentos produtores, indispensável diante o avanço da integração dos mercados e, consequentemente, do acirramento concorrencial”.

O índice de evolução do nível de atividade da indústria da construção passou de 53,4 pontos para 50 pontos em outubro de 2022. Esse indicador varia de 0 a 100, e dados acima de 50 pontos indicam crescimento, abaixo desse valor, queda. Como ficou exatamente na linha divisória, a atividade mostrou-se estável entre setembro e outubro.
O índice de evolução do nível de número de empregados da construção recuou de 53,4 pontos para 50,6 pontos em outubro de 2022. Mesmo com a queda no ritmo de alta, o emprego subiu na construção. Assim, outubro registrou a quinta alta consecutiva nas contratações. “A estabilidade na atividade da construção ocorreu após sequência de quatro meses de altas significativas e o emprego cresceu muito pouco, mas cresceu. A partir de 1º de janeiro, as instituições financeiras deverão padronizar a forma como registram os créditos de carbono e os demais ativos de sustentabilidade. O Banco Central (BC) editou a instrução normativa para regulamentar a contabilidade de instrumentos financeiros ligados a mecanismos de sustentabilidade climática e socioambiental. Em nota, o BC informou que a medida contribuirá para o crescimento dessas operações ao definir os critérios como esses ativos são reconhecidos e classificados nos balanços das instituições financeiras. Segundo o órgão, a regulamentação também aumentará a transparência no setor.
“A medida tem como objetivo dar maior transparência à utilização desses ativos pelas instituições financeiras, assim como dirimir eventuais incertezas e padronizar o seu registro contábil, de modo que o BC possa monitorar os ativos de sustentabilidade mantidos por essas instituições em suas carteiras de investimento, acompanhar a evolução do mercado e, quando necessário, adotar medidas de forma tempestiva”, disse o BC em nota. Entre os ativos de sustentabilidade estão os créditos de carbono e de descarbonização, instrumentos usados quando um emissor de gás carbônico quer financiar projetos. A regulamentação estabelece que esses ativos serão classificados dependendo da forma como serão administrados pela instituição financeira.
Registro Se for comprado para venda futura e para a geração de lucros com base nas variações dos preços de mercado, o ativo de sustentabilidade registrado pelo valor justo (valor no momento do balanço), com os ganhos e as perdas incluídos no cálculo dos lucros ou dos prejuízos trimestrais. Caso a instituição compre o ativo para usar nas próprias atividades, ele será medido pelo menor valor entre o custo de compra e o valor justo, prevalecendo o menor montante. As duas formas de registro estão previstas em resoluções do Conselho Monetário Nacional (CMN) editadas no ano passado. Caso não sigam o modelo, as instituições financeiras que fazem o registro de outra forma deverão atualizar os valores. Se estiverem listados em outras rubricas contábeis, os ativos deverão ser reclassificados a partir de janeiro.
A instrução normativa também regulamenta o registro de eventuais obrigações, legais ou não, assumidas pelas instituições financeiras ao comprarem ou venderem ativos de sustentabilidade. Os compromissos deverão ser registrados nos títulos contábeis destinados à provisão para contingências (reserva para imprevistos). Segundo o BC, todos os critérios estão alinhados com as melhores práticas internacionais de contabilidade.

Levantamento da B3, bolsa de valores de São Paulo, mostra que o número de pessoas físicas que investem em renda variável cresceu 35% no terceiro trimestre de 2022 na comparação com igual período do ano passado, passando de 3,3 milhões em 2021 para 4,6 milhões neste ano. Na comparação com o segundo bimestre, houve um aumento de 200 mil investidores. Renda variável são ativos em que o retorno financeiro não pode ser dimensionado no momento da aplicação. O estudo revela que houve aumento nas negociações e no valor de todas as modalidades de investimento na bolsa. O número de investidores em produtos de renda fixa passou de 9,6 milhões para 12,6 milhões, o que reflete a alta da taxa Selic. O Tesouro Direto, por sua vez, é opção de investimento para cerca de 2,1 milhões de pessoas físicas, com alta de 25% no terceiro trimestre em relação a igual período de 2021. Em nota, Felipe Paiva, diretor de relacionamento com clientes e pessoa física da B3, disse que os números mostram que o brasileiro tem buscado diversificação de investimentos para além da poupança. Segundo ele, isso demonstra o potencial desse segmento e explica “o saldo positivo e crescimento recorrente do número de pessoas físicas nos últimos anos”.
A B3 fez um estudo complementar para avaliar o comportamento de investidores pessoa física em outubro, mês das eleições. O levantamento mostrou que houve crescimento no número de pessoas físicas, inclusive com aumento no volume negociado e na participação em custódia dos ativos. “O volume médio negociado por dia no mercado à vista de renda variável aumentou 18%, passando de R$ 7,8 bilhões para R$ 9,2 bilhões”, aponta o estudo. Os dados mostram ainda que, entre as 106 mil pessoas que começaram a investir em renda variável no mês de setembro, 31% fizeram a primeira operação com valor de até R$ 40. Outros 29% fizeram investimentos com valores entre R$ 40 e R$ 200. “Isso reforça que mais brasileiros têm descoberto que é possível começar a investir em renda variável com tíquetes de entrada menores e têm buscado experimentar novas opções”, disse a B3. As pessoas físicas representam 16% de todo o volume negociado no mercado à vista na bolsa de valores de São Paulo.
